Mineral Development (MDL) is based in Central Florida and is the leading producer in the secondary recovery of phosphate rock. The company has assembled substantial reserves in the Bone Valley region known worldwide for its high-grade phosphate deposits.
The company operates only on previously mined land and has no greenfield operations. Much of its land has not been reclaimed after previous mining. As a part of its operations, MDL reclaims the land to its more natural state by complying with today’s regulatory standards, all while producing phosphate to help feed the world. The company’s reclamation will create land with water quality enhanced, natural vegetation reestablished, and topography returned to its natural state when possible. The company’s efforts have been supported by regulatory agencies, environmental activist groups, and large landowners involved in various agriculture ventures that all see the business as a win-win for all participants and the environment.

Mineral Development was founded in Lakeland, Florida by the McNeill family over 50 years ago . The company has been involved in various mining activities, including limerock, clay, sand, and phosphate. In the early 1900’s, Walter McNeill moved to Florida from Savanna, GA in search of timberland but soon learned of phosphate reserves in Central Florida and began assembling phosphate-rich lands.
The family’s operations grew into many facets of the industry through joint ventures with large mining companies and ownership and operation of mines, chemical plants, and sales and distribution outlets. Lakeland Fertilizer Company, Florida Favorite Fertilizer, Inc, and Tampa Tidewater Terminal, Inc were a few of the early companies founded by the McNeill family.
With MDL and secondary recovery of phosphate rock, Lance McNeill, President and CEO of the company, is the third generation of the family and has returned to the roots of the family business by assembling mineral rights on previously mined lands with tailings still abundant in phosphate.
The company is expanding into other minerals and industries to apply these methods and technologies for other secondary recovery opportunities.
